AARO Innovative Forms of Commissioning

AARO Innovative Forms of Commissioning

The AARO's 'Innovative Forms of Commissioning' programme is aimed at strengthening the role played by design in the development of alternative and innovative forms of commissioning. As a consequence of modified regulations and cutbacks in the public sector, traditional commissioning parties, such as local government and housing corporations are less emphatically present in the spatial domain. On the other hand, we are seeing the rise of an energetic society. Within this programme the Fund supports new initiatives by citizens and professionals who develop strategies for the resolution of topical spatial issues.

Open Calls are used to put specific issues on the agenda and bring together multidisciplinary teams of architects, urban planners and landscape architects to carry out research into a topical assignment. Creative Industries Fund NL supervises the teams, initiates collaborations, organizes meetings for the interchange of expertise, experience and the presentation of results.

Three Open Calls have been issued within this programme:

Zelforganisatie in de Zorg / Self-organization in Healthcare (2013) (in Dutch)
Experimenteren met Stadslabs / Experimenting with CityLabs (2014) (in Dutch)
Stadslabs – Anders werken aan urgente opgaven / CityLabs – Different approaches to urgent tasks (2015) (in Dutch)

A second pathway concentrates on drawing up an inventory of the significance of experimental pilot projects in urban planning. The aim is to formulate whether, and in which form, future experiments can best be initiated. The project is a cooperation with ProeftuinNL.

Action Agenda
The Action Agenda for Spatial Design 2017-2020 is the successor of the AARO policy 2013-2016 and to what was formerly known as the 'national architecture policy'. The crux of this agenda formulated by the Dutch Ministries of Education, Culture and Science (OCW) and of Infranstructure and the Environment (IenM) is to strengthen the social position and quality of design at regional and local levels in the Netherlands. Creative Industries Fund NL is involved with three programmes: Innovative Forms of Commissioning, Healthcare Accommodation and Education Environments.
