Open Call Morocco #1

The Creative Industries Fund NL calls on Dutch designers and cultural organizations to submit a project plan that focuses on:

1. Setting up and carrying out the exchange of knowledge in the fields of design, urban initiatives and building durable relationships in Morocco; or
2. Setting up and carrying out a pilot project that ties in with an initiative in Morocco, concerning an urbanization challenge.

The project plans take a closer look at a social issue in a specific region or city in Morocco to which Dutch makers can make a contribution. In setting up and carrying out the projects, Dutch and Moroccan parties should work together on an equal footing.


The Open Call has ended.

Until the end of 2020, the Fund will be holding a number of open calls that focus on challenges associated with urbanization in Morocco. The projects will deal with how these challenges, in a collaboration between Moroccan and Dutch partners, can be addressed in order to achieve more sustainable, inclusive and smart cities. The question of urbanization provides opportunities for improving living conditions, housing, social cohesion and the utilization of technology for social innovation and for redefining cultural heritage. There are possibilities here for the exchange of knowledge and expertise between Dutch designers and cultural organizations in collaboration with Moroccan partners.

sustainable and inclusive cities through design
How Moroccan and Dutch parties from the field of design can work on specific issues requires both exploratory work and projects that set an example. In the Moroccan design field, there is a growing wish to reflect on the process and the significance of design for society, from the perspective of different disciplines and at various levels of scale.

Project plans that focus on exploration, exchange of knowledge and building durable relationships can:
Lead to social innovation and stimulate a creative economy;
Contribute to an understanding of the developments and consequences of rapid urbanization;
Put the future of craft workshops in relation to urban structures on the agenda;
Address social themes from a spatial perspective.

The project forms could consist of various activities, such as workshops, a series of debates, hackathons, festivals or an urban lab on site. The activities should form a coherent whole and the project form should reinforce the content and vice versa.

Project plans focusing on setting up and carrying out a pilot project could, for instance, address:
Aspects of gentrification versus strengthening and developing existing structures and identities;
The issue of housing;
The issue of water;
Aspects of migration.

This is a small selection from themes that are current in various places in Morocco. The project plans could tie in with these themes or explore a different issue that is endorsed from the Moroccan side. The projects could include an intervention, installation or study, in both the physical and virtual domain and they should tie in with an initiative or specific case on site where knowledge has already been developed and local Moroccan parties are involved.

Some questions that are relevant here are:
Which methods and forms of cross-disciplinary collaboration are desirable within the project?
Which effects are the stakeholders involved aiming to achieve with the project and on what scale and within which timeframe will these effects materialize?
How can the knowledge developed within the project about the Moroccan situation/context, in the area of urbanization or the chosen social theme, contribute to similar issues in the Netherlands?

applying party
The applying party should be located in the Netherlands, operating in the Dutch creative industry field and registered with the Chamber of Commerce. In the event of selection, this party functions as the principal contractor for carrying out the project and concludes an agreement with the Fund for the implementation of the submitted project plan on behalf of all the Dutch and Moroccan coalition partners.

coalition
The Dutch-Moroccan coalitions should fulfil the following conditions:
The Dutch organizer is the principal applicant;
Involvement of at least one Moroccan partner;
Participation of several Dutch designers in the process;
Scaling up or deepening the collaboration between Dutch and Moroccan parties in Morocco from a cultural perspective.

budget and support in 2 phases
A maximum budget of € 175,000 has been reserved for this Open Call. The support to selected projects is provided in two phases. In the first selection round, a maximum of 4 projects are selected. For the initial phase, a maximum amount of € 15,000 per project is available. The initial phase lasts for a period of 4 months at most, during which activities are carried out that include the generation of a comprehensive project plan for the second phase.

The aim is to provide support to a maximum of 3 projects in the second phase. For the second phase, the remaining budget of € 175,000 minus the starting grants awarded is available.

A description of the urbanization issue and the social theme in Morocco, including a clearly formulated locally supported question from a Moroccan party;
A view of the issue from a Dutch perspective;
A view of the issue from a Moroccan perspective;
A description of the cross-disciplinary approach to the issue;
Insight into the intended results and how these contribute to a sustainable and inclusive approach/solution to the stated issue;
Description of the level and scale of the project implementation.

Vision on the collaboration, expertise involved and working method
A vision on and description of the working method and the involvement of design and designers/makers, (local) stakeholders and users/communities;
A description of the disciplines and experts involved.

Description of relevant experience
Description of the organization(s) involved's experience with projects and collaborations in Morocco;
Description of the organization(s) involved's experience with projects and collaborations related to the stated issue and working method.

Organization, implementation and communication
Working method and planning phase 1 (start April/May 2018) and phasing in outline for implementation of the project in phase 2 (start 1 September 2018 at the latest);
The implementation of phase 2 takes place in the period 2018-2019 and has a maximum duration of 12 months;
Budget and other sources of support for the entire project in outline. The support is mainly intended for the deployment of the design, designers, makers and organizational hours;
Detailed budget relating to the initial phase (phase 1) and hours involved;
Communication plan, focusing on attracting a suitable audience, sharing of knowledge and experiences and sharing results.

content of the comprehensive project plan phase 2
Project plans for phase 2 should be developed on the following points:
The collaboration between the partners has been made tangible by means of a collaboration agreement signed by all the coalition partners;
The planning and budget for the project has been worked out;
Backing and the required co-financing has been organized;
Research questions have been honed;
The communication plan and the organization of the dissemination of knowledge have been worked out;
The hiring of the required expertise has been confirmed;
The expected effects of the project on the urban environment, the stakeholders involved, participating designers and the local community have been examined.

All results of the project (both phase 1 and 2) should be publicly available in both countries and remain so. The selected projects will also be expected to participate in interim activities focusing on the sharing of experiences and the process, organized by the Fund.

evaluation
Together with external experts, the Fund selects a number of projects from the applications submitted for the initial phase, on the basis of the following criteria:
The degree of full collaboration with organizations in Morocco, Dutch designers/makers and (local) stakeholders;
The relevance of the subject;
The extent to which content and project form reinforce each other and are distinctive in this respect;
A balanced distribution of the budget between the Dutch and Moroccan partners.

The Fund is advised by the Dutch Embassy in Rabat concerning the collaboration between Dutch and Moroccan parties within the proposed coalition.

The evaluation takes the form of a tender. This means that a number of projects are selected in preference to other submissions, and the project plans that are not selected do not receive any individual explanation from the Fund. The Fund contacts the selected projects. The selection is made known by e-mail within 6 weeks of the closing date.

objectives
The aims of the Fund's programme are:
Building durable collaborations and (knowledge) networks between the Netherlands and Morocco;
Strengthening projects that are locally embedded and based on a local question;
encouraging an inclusive and equal approach to issues, collaborations and exchanges.

submission
The project plan can be submitted from January 1st until 7 March 2018 via the Creative Industries Fund NL's online application environment. From January 1st you can select the 'Open Call Morocco #1' round.

The project plan consists of the following attachments:
1. A concise and coherent project plan that covers the points mentioned above.
2. The budget and planning must not exceed 2 pages and indicate what is to be investigated and elaborated during the initial phase and the subsequent phase. A cultural tariff should be utilized that does not exceed € 65 per hour exclusive of VAT.
3. CVs of parties involved, not exceeding 2 pages in total.
4. Proof of registration with a Dutch Chamber of Commerce (Kamer van Koophandel), not more than 1 year old.
5. Representative image for communication purposes by the Fund.

The Subsidy Regulations specify which costs are excluded from financing by the Fund.

The project plan is a PDF file in A4 format and does not exceed 10 pages (excluding planning, budget, CVs, images and proof of registration Dutch Chamber of Commerce). The file size does not exceed 10 MB in total. If the submission does not comply with the description above, no evaluation of the content can take place.

Open Call Research, Act & Reflect

This open call is aimed at grassroots platforms, collectives and organizations whose programmes contribute to a more culturally diverse and inclusive creative industry. Does your ambition for 2021 focus on topics such as decolonization, emancipation, gender diversity, anti-racism or intersectionality? Do you contribute to the design field from this position, or do you actually question the existing frames within the design field? Then apply for a programme before 11 November 2020.

background
This open call takes place against a background of public debate and protests against systematic inequality and discrimination. The Fund observes that in recent years initiatives have emerged in the Netherlands from makers and platforms who, based on a 'lived experience' and personal drive, address themes and question established systems that are not yet sufficiently seen and recognized within the design sector. These makers and platforms relate to design in their own unique way, and question with their practice what design is or could be. In order to enable these makers and initiatives to connect with the Fund, the Fund has been developing new collaborations and procedures, such as the scout nights, for several years now. We do this based on the conviction that diversity and inclusion contribute to a stronger and more sustainable creative industry and that the Fund should be accessible to a broad group of makers. We are going further with this open call, and we want to encourage institutions and platforms to interpret this agenda in their own way.
The budget for this call comes from the government's COVID-19 support measures.

Through the platforms, we want to involve communities of makers that we know do not feel directly addressed by the Fund. The call is intended as an impulse to introduce these makers, who have often developed themselves outside the Fund's customary platforms, to the Fund. By supporting them now in the development of their own practice and organizations, we hope to create through-flow to the Fund's regular grant programmes.

open call
By means of the Open Call Research, Act & Reflect, the Fund aims to stimulate programmes focused on strengthening other or marginalized voices. The programmes contribute through their multiperspectivity and enrichment to the creative industry. In addition, we are asking various questions: What visions and stories are now being missed in the pursuit of a more diverse and inclusive design sector? What can design mean for the debate on systematic inequality? With these questions, the Fund is focusing primarily on grassroots institutions that can provide a new or additional perspective to the design field from their own experience. The programmes or projects focus on underexposed fields of activity of the Fund, broadening and deepening the design field as a result.

A maximum sum of € 440,000 is available for this open call. This allows four programmes to be supported for a maximum amount of €110,000. The Fund strives to support two programmes in which design criticism is the starting point, and two programmes that focus on the process of making, whereby at least € 50,000 of the grant amount must be spent on assignments for makers.

Who can submit an application?
Platforms, institutions or collectives relating to the fields of design, architecture or digital culture are free to submit an application. Parties that are in the process of being established or whose formation is part of the programme may also submit applications. In that case, additional agreements will be made with the Fund about guidance and phasing. Applications will explicitly not be judged on the basis of previously organized activities and results achieved. In this way, we are offering new grassroots initiatives a level playing field.

Parties that already have a structural subsidy relationship with central government (BIS) or are being supported under the Fund's Four-year Institutional Grant Programme cannot apply.

What does the Fund mean by a programme?
For the purposes of this open call, the Fund understands a programme to mean a coherent set of activities covering the period of one year. The programme is to start no later than April 2021. Within this, the form is free. Possible options include online/offline presentations, an open call, performances, debate moments, publications, podcasts or other kinds of manifestations. The applicant indicates whether a reflective programme has been chosen, in which the social theme mentioned plays a central role in relation to the design field (this includes design criticism), or a programme that focuses on makers, where the emphasis lies on design, commissioning and presentation.

What are the evaluation criteria?
An independent committee will make a selection from the proposals submitted and pay attention to the following aspects:
1. The artistic or reflective ambition in the project;
2. The approach to the theme and link with the design disciplines;
3. The extent to which the theme is effectively translated into a programme and an appropriate audience;
4. The level of support within the described community. This should be reflected in the form and intensity of collaboration, among other things.

submission
Parties may submit an application until 11 November 2020. An application can be submitted via the Fund's online application environment. Select here Open Call Research, Act & Reflect.

The proposal consists of:
1. A project plan (maximum 10 pages and no larger than 8 MB) containing:
motivation, aim and organization of the project;
a description of the activities;
a description of the intended audience;
a description of the intended results.
2. Planning and budget
3. CVs or biographies of the makers or parties involved.
4. An extract from the register of the Dutch Chamber of Commerce. In order to receive a grant, the applicant must be registered with the Chamber of Commerce. If this is not the case at the moment of application, it is still possible to register subsequently in the event of selection.
5. A representative and royalty-free image of the project for the Fund's communication purposes.

If the application fails to satisfy the description above, it will not be possible to evaluate the substance of the application.

Points of attention relating to the proposal:
The COVID-19 conditions should be taken into account as much as possible in the design of the programme;
Additional funding (co-financing) from parties other than the Fund is not mandatory for this open call;
If the plan is for a programme focusing on makers, an amount of at least € 50,000 must be reserved for assignments for makers;
For the preparation of the budget, please consult the project plan guidelines;
Create an account for the online application environment in good time. Validation of a new user account can take up to one working day.

procedure
The evaluation of an open call takes the form of a tender: this means that, within the available budget, a number of proposals will be prioritized over other submissions. Only projects with a positive evaluation can be supported.

You will receive confirmation of receipt by e-mail at the latest one week after the closing date. All applicants will be informed of the results of the open call; this also takes place by e-mail. In addition, the Fund will only communicate about the selected proposals. Rejected proposals receive a negative decision. The Fund aims to announce the results by 21 December 2020.

The processing and evaluation of the proposals submitted will be carried out within the framework of the Subsidy Regulations. Any subsidy will be awarded on the basis of these Subsidy Regulations. Important in this context is Article 7, paragraph 2, which allows for a special procedure for Open Calls. The following articles in these Regulations do not apply to this Open Call:

Open Call Building Talent

The Creative Industries Fund NL is looking for young professionals in the architectural discipline who would like to participate in a collaborative programme with architectural offices. The aim of the Fund is to strengthen the connection of recently graduated architects, urban designers, garden and landscape architects and interior architects with the work field, and to offer room for artistic exchange in the context of current social issues.

By means of this open call, the Creative Industries Fund NL is offering starting designers the opportunity to work with established offices on a topical social theme. The programme involves a three-month work period in 2021, during which the designer will work directly with a senior architect to explore a specific subject in greater depth. There are 12 places available at various offices that work across the full breadth of the architectural discipline.

collaboration programme
The programme is designed as a part-time work period of 3 months in the first half of 2021. We expect a weekly commitment from both the young professional and the office, so that a research project can be started or experiments can be carried out in a constructive and substantive way. During the entire work period, the upcoming talent will be supervised by a senior designer at the office for at least one day a week, and will also be provided with a physical work station. For this period, the architectural talent will receive a grant of € 5,200, based on two days a week for a period of three months.

The precise content and start of the collaboration programme can be agreed in consultation with the architectural office, after selection by the Fund, and recorded in a collaboration agreement. In addition, we expect the limitations of the COVID-19 measures to be taken into account in the design and implementation of the programme.

submission
Designers can respond until Wednesday 28 October 2020. The response can be submitted via the Creative Industries Fund NL's online application environment. Select 'Grant Programme/Open Call' and then choose 'Open Call Building Talent'.

A response consists of:
1. a motivation letter (maximum 2 A4, PDF) indicating the following:
for which profile you are submitting an application;
what the motivation is for the subject;
what your own working method and vision are and why they fit in with the assignment;
what the added value of this process is for your own professional and artistic development.
2. a portfolio (maximum 10 A4, PDF), where in the case of collaboration projects your own contribution is clearly indicated.
3. a CV (maximum 2 A4, PDF)
4. a copy of a diploma from a relevant course of study in the architectural discipline (PDF)

For this specific open call, it is not necessary to be registered with the Chamber of Commerce when creating an account. If you are not registered, enter the same information under organization details as under personal details.

conditions
• the applicant graduated a maximum of 6 years ago from a relevant course of study within the field of architecture, or the applicant shows with the portfolio and CV that they have at least two years of demonstrable experience within the architectural discipline. In addition to architecture, this also includes urban design, spatial planning, garden and landscape architecture and interior architecture;
• the applicant remains in the Netherlands during the work period and has a work and residence permit (if required);
• there is no question of a regular commissioning-client relationship between the parties;
• an application is submitted in a personal capacity; it is not possible to apply for these positions as a studio or collective.

restrictions
• Subsidy cannot be applied for while following education at an institution, such as bachelor and master courses of study.
• No subsidy will be awarded to designers who are already receiving or have received support under the Talent Development Grant Programme to implement their development plan.

evaluation
A committee of external advisers will be consulted for the evaluation of the applications. For this open call, the advisory committee consists of: Aslı Çiçek, Joost Emmerik and Samir Bantal. During its meeting, the committee will issue a recommendation on the basis of the following criteria:
1. relevance to the subject in question; here, the committee assesses the relationship between the motivation, the existing expertise and artistic principles in relation to the relevant profile for which the person has submitted an application.
2. quality of the designer's work; here, the committee looks specifically at the working method and vision described, and how these are expressed through the imagination or inquisitive attitude of the designer, and the mastery of the various techniques or methods.
3. professionalization and alignment with the applicant's own development potential; here, the committee makes a statement about the expected extent to which the proposed activities will contribute to the strengthening of the applicant's own working practice during the work period.

Each adviser evaluates each dossier individually on the basis of the above criteria. A five-point scale is used for this purpose:
1. unsatisfactory;
2. weak;
3. satisfactory;
4. good;
5. very good.

Please note: Criterion 1, relevance to the subject in question, will be given greater weight in the evaluation.

All the advisers give a separate score for each of these criteria. During the meeting, this score can be adjusted by the individual adviser on the basis of the discussion. After all the submissions have been considered, the scores are finalized. This results in a ranking per round based on weighted averages. The highest-rated proposal is offered as a match to the relevant architectural office, and is followed by the applicant and office discussing the details of the collaboration programme. After this discussion, both parties can indicate whether the collaboration can definitely go ahead. If this is not the case, the next applicant on the ranking list will be approached for an interview with the architectural office.

N.B. If no suitable application has been submitted within a specific profile, the advisory committee reserves the right to propose candidates who initially registered for a different profile. The applicant in question will be informed of this and will retain the right to agree or withdraw.

procedure
The evaluation of the open call takes the form of a tender: this means that, within each profile, one proposal will be prioritized over the other submissions. Only applications with a positive evaluation can be supported.

You will receive confirmation of receipt by e-mail at the latest one week after the closing date. All applicants will be informed of the results of the open call. The Fund will only communicate about the 12 selected designers who are starting a collaborative programme with an office.

The processing and evaluation of the proposals submitted will be carried out within the framework of the Subsidy Regulations. Any subsidy will be awarded on the basis of these Subsidy Regulations. Important in this context is Article 7, paragraph 2, which allows for a special procedure for Open Calls. The following articles in these Regulations do not apply to this open call:

subsequent procedure
After this initial selection, discussions between the applicant and the office will take place to establish the definitive content of the collaboration programme. Please note that these meetings will be scheduled in the last week of November and the first week of December. The final plan of action and a collaboration agreement will be drawn up in consultations between the applicant and the office. Once these documents have been received, the subsidy can be definitively paid out.
The Fund intends to organize a session at the end of the programme, where all the participants in the programme can meet each other.

additional resources for makers due to COVID-19
In June 2020, Minister van Engelshoven provided the Creative Industries Fund NL with additional resources to support makers in the design sector who have been hit hard by the COVID-19 situation. Part of these additional resources will be used through this open call to give an impulse to young architects and also to support offices. The reasoning behind the open call is that the Fund expects the COVID-19 situation to make it extra difficult for novice architects to connect with the work field, to find a (training) position within an office, or to set up their own practice. At the same time, it will become more complicated for offices in the coming years to make room for experimentation and research.

POSTPONED: Open Call Residency Tanger, Morocco

Attention: the Open Call Residency Tanger, Morocco is closed until further notice.

The Creative Industries Fund NL and the Mondriaan Fund are jointly offering two residency periods at Think Tanger in the Moroccan city of Tanger in 2020 and 2021.

The working period at Think Tanger offers promising designers, makers and artists the space to carry out research, broaden their network and develop their own work, where the theme of 'Informal Utopias' is an important part of the residency. There are places for two designers and two visual artists. The Fund is reserving a maximum budget of € 11,000 for this open call, intended for the support of two designers.

background
Morocco's cultural sector is becoming increasingly internationally connected. Where previous generations of makers and artists have paved the way, a young generation of Moroccan makers and artists is taking art and culture to new heights. Currents and styles are mixed and remixed, and popular culture exists alongside established art, but they are also combined with each other. Morocco's geographical location makes it a crossroads of influences and styles. The cultural scene is co-formed by the children of migrants outside Morocco, who consciously choose to settle in Morocco in order to set up cultural projects there. In this way, a new generation of artists, designers, programme makers and curators is shaping the art and culture scene in North Africa from the inside out. Bringing together and learning from each other's perspectives, skills and values is one of the reasons for this residency.

Think Tanger
Think Tanger was founded in 2016. As a platform, Think Tanger actively questions the contemporary social and spatial effects of the city's development, exploring new forms and perspectives. Using a bottom-up approach, it addresses themes such as self-organization, street culture, identity and appropriation of public space in relation to large-scale developments. Think Tanger initiates and facilitates projects at the intersection of visual arts, crafts, design and research. In addition, participatory workshops, talks, open studios, exhibitions, podcasts and residencies are organized.

Tanger is a port city in the north of Morocco. In the last 20 years, Tanger has been undergoing major changes due to economic and industrial prosperity. This has influenced the structure of Tanger at a social, spatial and cultural level. Many of these large-scale developments lack a social and sustainable perspective and, as a result, the local population experiences only limited involvement. At the same time, there is a resilient community in Tanger that is nonetheless making the city its own. This manifests itself, for example, in the creation of collective gardens, alternative routes and self-construction. These interventions shape the city and transform the urban, social and economic fabric in a way that is defined as 'informal urbanism'. This makes Tanger a city with many different layers, a city where tradition is being challenged by renewal.

the residency
Think Tanger aims to explore and develop a critical discourse on informal practices and city fluxes in Tanger. Within this framework, Think Tanger invites designers, makers and artists to investigate the spatial dynamics of Tanger through objects, shapes, colours, textures and sound. The residents are housed in an apartment, each with their own room. The living room, bathroom and kitchen are shared. Think Tanger provides guidance on content and practical matters and connects the residents with their network. Residents also have access to the graphic Atelier Kissaria, which has a screen-printing studio at its disposal. Part of this residency is a public final presentation. The form of the final presentation is determined in consultation with the residents. During the residency period, one or two open studio sessions will be organized, to which a suitable audience will be invited. Think Tanger asks each resident to contribute to the platform's archive by leaving behind a work created during the residency period, in close consultation with the resident.

who is this residency for?
The residency can be applied for by designers and makers via the Creative Industries Fund NL, and by visual artists through the Mondriaan Fund. Per period, a designer and a maker will work at the same time at Think Tanger. Residents are expected to have a flexible and open attitude towards the context and the local people. Duos or joint ventures (temporary or otherwise) cannot apply for this residency.

amount and working period
The working periods offered are:
1 October 2020 until 31 December 2020
1 May until 31 July 2021

The preferred period of residence must be indicated on the application form. The aim is to grant the period of preference if at all possible.
A fixed contribution of € 5,500 per resident is made available for travel, material, transport and accommodation costs. The contribution includes an amount for a trip through Morocco, which takes place during a two-week break within the residency period. The resident decides the content of this trip themselves. The living accommodation rent, work space, coordination, guidance and presentation are settled directly with Think Tanger by the Creative Industries Fund NL and the Mondriaan Fund.

evaluation criteria
All the applications received that fulfil the formal conditions and include all the requested attachments are presented to an advisory committee. The committee evaluates the quality and development of the applicant's work in relation to the location and theme, and the extent to which the proposed activities contribute to the applicant's own artistic and professional development.
It does so on the basis of:
the applicant's motivation for this specific residency
portfolio (max. 15 pages A4)
the applicant's CV (max. 2 pages A4)

A concrete project proposal is therefore not necessary, but a motivation for this residency and a good description of the plans and ideas the applicant wants to implement during the working period is required. In all cases, the committee advises first and foremost on the artistic quality of the portfolio. It then advises on motivation and plans in relation to the location. Only proposals with a positive evaluation will be considered for support.

The processing and evaluation of the submitted proposals is carried out within the framework of the Creative Industries Fund NL's Subsidy Regulations. Important in this context is Article 7, paragraph 2, which allows for a special procedure for open calls. The call is in line with the objective of 'Promoting talent development and artistic quality' as described in Article 2.e of the Subsidy Regulations. The other objectives mentioned in Article 2.e do not apply. This open call is subject to a tightening of Article 8.2: applications may only be submitted in English.

Articles 14 to 21;
Article 22, paragraph 3

Applications must be written in English. Designers and makers can apply via the online application environment of the Creative Industries Fund NL. Visual artists can submit applications via the online application system of the Mondriaan Fund.
