Open Call #3 Presentation budget

Creative Industries Fund NL is calling on designers to submit a proposal for participation in the 16th edition of the Venice Architecture Biennale, which is being held from 26 May to 25 November 2018. This third and last Open Call invites researchers and designers in the field of architecture to submit proposals for the presentation of initiatives and projects that make a meaningful contribution to the programming of one of the main venues, such as the Arsenale, the country pavilions in the Giardini, or another suitable and prominent location in Venice.

The Open Call has ended.

Under the title FREESPACE, general curators Yvonne Farrell and Shelley McNamara are utilizing this Biennale to address the relationship between architecture and society. To read the press release about the FREESPACE theme, click here.

conditions
A precondition for this Open Call is a detailed motivation from an inviting party and/or curator. The presentation budget is intended for travel and accommodation expenses as well as transportation and presentation costs for projects with which the applicant makes a meaningful contribution to the exploration of the FREESPACE theme during the Architecture Biennale in Venice. In this way, the Fund is providing support for designers and researchers to participate in activities that are being held during the preview days on 24 and 25 May 2018 or being organized in the context of the Biennale from 26 May to 25 November 2018, such as exhibitions, performances, events, symposia and expert meetings. Applications for the set-up and development of group presentations or group exhibitions are not eligible for support.

A maximum budget of €25,000 is available for this Open Call. The Fund expects to support a minimum of 10 proposals. The grant has a maximum of € 2,500 per proposal.

Projects that receive a grant under the Open Calls Venice Architecture Biennale #1 or #2 are not eligible for the Open Call Venice Architecture Biennale #3 presentation budget.

aims and objectives
With this Open Call, Creative Industries Fund NL aims to showcase the excellent quality of Dutch architecture and urban design at a prominent international event. Grants are awarded within the framework of the Subsidy Regulations and the Grant Programme for Architecture, with which the Fund strives to achieve the following objectives, among others:
• reinforce the social value of architecture from a cultural perspective
• foster quality in architecture
• stimulate interest in architecture in the Netherlands and abroad

applications
The proposal can be submitted up until Thursday 15 March 2018 via the Fund's online application environment. In the pull-down menus select the ‘Open Calls’ option, then the ‘Venice Architecture Biennale #3_Presentation budget’.

The proposal consists of:
• appendix I: a concise and coherent project plan (PDF document in A4 format, max. 8 pages and no larger than 10 MB). You will find a pro forma plan containing all the required information via this link.
• appendix II: a detailed motivation from the inviting party and/or curator;
• appendix III: CV (PDF of max. 2 pages, no larger than 2 MB);
• appendix IV: relevant visual material of the work of the participants involved and images that provide an impression of the proposed project (max. 15 images of recent and relevant work with a short explanation, for instance year, technique, material and guiding principles, PDF of max. 10 pages and no larger than 10 MB);
• appendix V: a copy of proof of registration with the KvK (Kamer van Koophandel) that is dated within the last year (PDF, max. 2MB);
• appendix VI: representative image for communication purposes. (jpg, max. 2MB)

If a submission is not complete, no evaluation can take place.

evaluation
The Fund selects from all the submissions several proposals for participation in the Venice Architecture Biennale 2018. The following evaluation criteria are employed:
• the degree to which the project relates to the Venice Architecture Biennale’s theme;
• the relevance for contemporary design practice;
• the extent to which content and project form reinforce each other and are distinctive in this respect.

The evaluation takes the form of a tender: a number of proposals will be prioritized within the available budget. The Fund will only communicate about the selected proposals and will enter into no correspondence about the rejection of individual proposals.

procedure
• this grant procedure with three Open Calls is the only opportunity to receive a grant from Creative Industries Fund NL for participation in the Venice Architecture Biennale in 2018;
• the Fund endeavours to make an announcement around 19 April 2018;
• the Fund contacts the selected projects by telephone;
• the selected proposals will be announced by e-mail and in the Fund’s newsletter;
• to receive a grant you must be registered with the Dutch Chamber of Commerce (KvK). If that is not the case, it is still possible for you to register with the KvK subsequent to selection;
• for this Open Call there is no opportunity to submit a draft proposal to the Fund for feedback.

Open Call Fresh Perspectives #2

Creative Industries Fund NL is inviting designers and creatives from the creative industries to submit proposals in conjunction with a social or expert partner, focused on tackling a pressing task as a team. With the Open Call: Fresh Perspectives, the Fund is encouraging designers with a sound concept to enter into a collaboration with a reputable company, organization or knowledge institution. The deadline for submissions is 2 May 2018.

The Funds supports hundreds of talented designers and creatives in the development of their professional practice every year. The research and experiments of these creatives often form the start of the design chain. This involves the unrestrained combination of expertise and methods, often resulting in novel insights, concepts and prototypes. The Fund has noted a strong desire among designers/creatives to develop these outcomes further and render them applicable beyond their own discipline or professional practice. However, there is often a lack of decisive clout in the guise of a sturdy external party that is able to translate ideas into results. The Fund has also noticed that organizations and enterprises can gain a lot from the fresh perspective of a designer across a diversity of complex tasks. All too often a designer is not involved in the process until too late, if at all.

The aim of this open call is to bring together designers and parties with a solid social or expert position around the same table. The Fund is challenging these parties to exploit this collaboration to arrive at innovative, surprising solutions for topical design tasks.

this Open Call’s set-up
Creative Industries Fund NL is setting aside €160,000 for this Open Call. The maximum grant per project is €40,000, divided across two phases.

Depending on the task, the outcomes of the collaboration can assume a diversity of forms, whether a product, intervention or service. Collaborating with international partners is an option, though a Dutch interest should prevail within the project.

The conditions stipulated by the Fund are that:

the designer/creative is involved throughout the process;
both parties commit themselves to the collaboration;
the expected added value of the collaboration for the creative as well as the partner is justified clearly in the application;
the project is currently in a start-up phase;
a form of presentation that is relevant for the sector is included at the end of the process.
the designer serves as the author, i.e. he or she submits the application on behalf of the collaborating parties.
there is in no regard a client-commissioner relationship between the two parties.

The financial contribution is divided into two phases. Proposals provide insight into the entire process, but focus specifically on the substance and activities involved in the first phase.

phases:
1. The initial phase involves a period of up to five months for preliminary research, during which the project is prepared and the collaboration made concrete. For this phase a sum of €10,000 per proposal is available. The outcome of this phase is a detailed project plan, the planning of activities, a budget and a signed cooperation agreement between the two parties for the follow-up phase. This package also serves as the application for phase 2.
2. The second phase is intended for further elaboration and implementation and/or the assessment of actual results. A maximum sum of €30,000 per proposal is available for this phase. This sum can be roughly divided between the design and research hours of the designer/creative and the partner, materials and other costs.

deadline
The application can be submitted via Creative Industries Fund NL’s online application environment by Wednesday, 2 May 2018 at the latest. Select ‘Open Call: Fresh Perspectives’ from the drop-down menus.

The proposal consists of:
1. A project plan (max. 10 A4 pages in portrait format) consisting of:
A clear description of the social issue that the collaboration addresses;
An outline of the potential solution that will be investigated/implemented;
The motivation and added value of the collaboration for the two parties involved;
A clear description of the pretext, infill and expected outcome of the collaboration;
A concise overview of the project’s estimated costs and the planning;
2. A portfolio from the designer/creative and information about the partner (max. 10 A4 pages A4);
3. CVs of the parties involved (max. 4 pages).

N.B.:
If the application fails to meet the description above, then it will not be possible to evaluate the substance of your application.

meeting
For this Open Call there is no opportunity to present draft proposals to the Fund for advice. On Thursday, 12 April, the Fund is organizing an Open Day for interested parties, presenting the outcomes of the previous edition of Fresh Perspectives and allowing you to ask questions.

evaluation
A committee of external advisers will be consulted in the evaluation of the applications. This panel will prioritize a number of proposals. In its evaluation the panel will consider:

To what extent the proposal fits in with this Open Call’s aims and objectives, specifically:

the social relevance of the issue being tackled;
the project’s proposed set-up and purpose;
the quality and form of collaboration (including the position of the creative, contribution of the expert partner, intellectual property);
the artistic quality of the designer’s/creative’s work;
the cogency of the aims and objectives, structure and expertise of the external partner.

The evaluation takes the form of a tender. This means that a number of proposals will be prioritized above the other submissions. The Fund will contact the selected parties, but will not enter into any correspondence about rejected proposals.

selection
The selected proposals will receive a grant from a supplementary budget that is being provided by the Dutch Ministry of Education, Culture and Science (OC&W) for talent development within the creative industries. With this budget the Ministry wants to support talent that operates outside the traditional disciplinary boundaries.
The selection will be announced by 20 June 2018 at the latest, by email and via the Fund’s website, whereupon the project can begin.

involvement Creative Industries Fund NL
Creative Industries Fund NL will be organizing several meetings with the selected participants over the duration of the projects. The aim is to share expertise and experiences gained among the various projects.
